Large-scale crowded places and other construction projects other than special construction projects implement a record-and-check system. The specific handling guidelines are as follows:

1. Fire protection design review for large crowded places and other special construction projects specified by the public security department of the State Council

(1) Scope of review:

For crowded places and special construction projects with one of the following circumstances, the construction unit shall submit the fire protection design documents to the fire protection agency of the public security organ for review:

(1) Sports venues, halls, public exhibition halls, and museum exhibition halls with a total construction area of more than 20,000 square meters;

(2) Civil airport terminal buildings, passenger terminal waiting rooms, and passenger terminal waiting rooms with a total construction area of more than 15,000 square meters;

(3) Hotels, restaurants, shopping malls and markets with a total construction area of more than 10,000 square meters;

(4) Cinemas and theaters with a total construction area of more than 2500 square meters, reading rooms of public libraries, commercial indoor fitness and leisure venues, outpatient buildings of hospitals, teaching buildings of universities, libraries, canteens, production and processing of labor-intensive enterprises Workshops, temples, churches;

(7) Construction projects with densely populated places listed in Articles (1) to (6);

(8) Office buildings of state agencies, power dispatch buildings, telecommunications buildings, post buildings, disaster prevention command and dispatch buildings, radio and television buildings, and archives buildings;

(9) Other public buildings with a single building area of more than 40,000 square meters or a building height of more than 50 meters other than those specified in paragraphs 1 and 2 of this article;

(10) Urban rail transit, tunnel projects, large-scale power generation, transformation and distribution projects;

(11) Factories, warehouses and special stations and wharves for the production, storage, loading and unloading of inflammable and explosive dangerous goods, filling stations, supply stations, and pressure regulating stations for inflammable and explosive gases and liquids.

(2) Audit basis: "Fire Protection Law of the People's Republic of China", "Regulations on Fire Protection Supervision and Administration of Construction Projects" and other fire protection regulations; national engineering construction fire protection technical standards.

(3) Application materials:

1. Application form for fire protection design review of construction projects;

2. Legal identity documents such as the industrial and commercial business license of the construction unit (the photocopy is affixed with the company's seal);

3. Proof of construction project planning permission for new construction and expansion projects;

4. Qualification certificate of the design unit (copy with the unit's seal);

5. Fire protection design documents.

(4) Expert review: In one of the following circumstances, the construction unit shall provide technical solutions and instructions for special fire protection design, or the Chinese text of international standards, overseas fire protection technical standards adopted in the design, and other application examples of fire protection design , Product description and other technical information:

1. There is no provision in the national engineering construction fire protection technical standards;

2. The new technologies, new processes, and new materials to be adopted in the fire protection design documents may affect the fire safety of construction projects and do not meet the requirements of national standards;

3. It is planned to adopt international standards or overseas fire protection technical standards.

(5) Review period: complete the review and issue a written review opinion within 20 days from the date of acceptance. However, if an expert review needs to be organized in accordance with the law, the expert review time will not be included in the review time.

(6) Charge basis and standard: No charge.

2. Fire inspection and acceptance of large-scale crowded places and other special construction projects specified by the Public Security Department

(1) Scope of acceptance: the scope of fire protection acceptance is the same as the scope of fire protection design review. After the completion of a construction project that is subject to fire protection design review by the fire protection agency of the public security organ in accordance with the law, the construction unit shall apply to the fire protection agency of the public security organ that issued the fire protection design review opinion for fire protection acceptance.

(2) Acceptance basis: "Fire Protection Law of the People's Republic of China", "Regulations on Fire Protection Supervision and Administration of Construction Projects" and other fire protection regulations; "Construction Project Fire Protection Acceptance Assessment Rules" (GA836-2009), and national engineering construction fire protection technical standards.

(3) Application materials:

1. Application form for fire protection acceptance of construction project;

2. Project completion acceptance report;

3. The quality certificate of fire protection products (the copy is stamped with the unit's seal);

4. Documents that prove that the building components, building materials, and interior decoration materials with fireproof performance requirements meet the national or industry standards, and the factory certificate (the copy is affixed with the seal of the unit);

5. Qualification certificate for fire-fighting facilities and electrical fire-proof technology inspection;

6. The legal identity certificate and qualification level certificate of the construction, project supervision, and inspection unit (the photocopy is affixed with the unit's seal);

7. Other materials required by law.

(4) Acceptance period: within 20 days from the date of acceptance of the application for fire protection acceptance, fire inspection and acceptance shall be organized, and fire inspection and acceptance opinions shall be issued.

3. Filing of fire protection design for construction projects other than large crowded places and other special construction projects specified by the public security department of the State Council

(1) Scope of filing: Except for the large-scale crowded places and other special construction projects specified by the public security department of the State Council, construction projects that require fire protection design in accordance with the national engineering construction fire protection technical standards, the construction unit shall start from the date of obtaining the construction permit. Within days, submit the fire protection design documents to the fire protection organization of the public security organ for the record of fire protection design, and the fire protection organization of the public security organ shall conduct random inspections in accordance with the law.

(2) Basis for filing: "Fire Protection Law of the People's Republic of China"; "Regulations on Fire Supervision and Administration of Construction Projects"

Except for large-scale crowded places and other special construction projects specified by the public security department of the State Council, construction projects that require fire protection design in accordance with national engineering construction fire protection technical standards shall be reported to the fire protection agency of the public security agency for filing in accordance with the law and accepted by the fire protection agency of the public security agency after completion and acceptance. 5. Use of public gathering places and fire safety inspection before business

5. 6. Other materials that should be declared according to law. For public gathering places that have completed inspection and acceptance fire protection records in accordance with the law but have not undergone random inspections, they shall also submit the indoor decoration fire protection design and construction drawings of the premises, the quality certification documents of fire protection products, and the decoration and decoration materials with fire protection performance requirements. (3) Inspection time limit: The fire protection agency of the public security organ shall, within ten working days from the date of accepting the application, conduct a fire safety inspection on the site in accordance with the fire protection technical standards and management regulations.
